The failure of the ICC Victims Fund

For more than 15 years, the Trust Fund for Victims of the International Criminal Court (ICC) has constantly reviewed its plans, strategy and modus operandi. The result is a clear failure. Its budget is opaque. Its concrete actions for victims are as limited as they are devoid of evaluation.
