Putin, Netanyahu and the others: ten wanted heads of state

It's a very exclusive club, and here is its world map. The club of heads of state wanted for international crimes. There are ten of them. At the top of this ‘wanted list’ are those accused of war crimes or crimes against humanity by the International Criminal Court (ICC) - such as the Russian President Vladimir Putin and the Israeli Prime Minister Benjamin Netanyahu. But the ICC is also looking for Sudan's Omar el-Bechir, and its prosecutor has also filed arrest warrants for the leaders of Burma and the Taliban. The French justice system is looking for former Syrian president Bashar al-Assad, who has taken refuge in Russia, while the Special Criminal Court of the Central African Republic is looking for his counterpart François Bozizé, who is in exile in Guinea Bissau. The former Prime Minister of Bangladesh, Sheikh Hasina, has fled to India to escape justice in her country, the Gambian Yahya Jammeh is in exile in Equatorial Guinea, and the Ethiopian Mengistu Haile Mariam is in Zimbabwe.

Status: application for an international arrest warrant submitted to ICC judges on 23 January 2025

Jurisdiction: International Criminal Court (ICC), The Hague

Charges: crime against humanity of gender-related persecution against Afghan girls and women. The charges include murder, imprisonment, torture, rape and other forms of sexual violence, enforced disappearance and other inhumane acts, allegedly committed from August 2021, when the Taliban regained power.


Bashar al-Assad

Position: former President of Syria

Date and place of birth: born on 11 September 1965 in Damascus, Syria

Country where his alleged crimes were committed: Syria

Current place of residence: the Russian Federation (since December 2024)

Status: fugitive – an international arrest warrant issued by France on 20 January 2025

Jurisdiction: Judicial Court of Paris, France (universal jurisdiction)

Charges :

- complicity in war crimes for the bombing of civilians in 2017 in Daraa, south-west Syria ;

- complicity in crimes against humanity and complicity in war crimes for chemical attacks using sarin gas in Eastern Ghouta on 21 August 2013, which allegedly killed more than 1,000 people.


Omar al-Bashir

Country where his alleged crimes were committed: Sudan

Current place of residence: Sudan (Merowe prison)

Status: in prison - international arrest warrants issued on 4 March 2009 and 12 July 2010

Jurisdiction: International Criminal Court (ICC), The Hague

Charges :

- war crimes - looting and attacks against civilians - and crimes against humanity - for murder, extermination, forcible transfer, torture and rape ;

- genocide by killing, by causing serious bodily or mental harm, by deliberately inflicting conditions of life calculated to bring about physical destruction

The alleged crimes were perpetrated in the State of Darfur, after the April 2003 attack on El Fashir airport and up until 14 July 2008.


François Bozizé

Position: former President of the Central African Republic (CAR)

Date and place of birth: born on 14 October 1946 in Mouila (Gabon)

Country where his alleged crimes were committed: Central African Republic (CAR)

Place of residence: Guinea Bissau (since March 2023)

Jurisdiction: Special Criminal Court (CPS), Bangui

Status: fugitive – an international arrest warrant issued on 27 February 2024

Charges: crimes against humanity for massacres perpetrated between February 2009 and March 2013 by his presidential guard and other security services; as well as for “murder”, “enforced disappearance”, “torture”, “rape” and “other inhumane acts” in the Bossembélé civilian prison and military camp in the centre of the country.


Sheikh Hasina

Country where her alleged crimes were committed: Bangladesh

Status: fugitive – international arrest warrants issued on 17 October 2024, 6 January 2025

Jurisdiction: International Crimes Tribunal of Bangladesh (ICT-BD), Dhaka

Charges: genocide and crimes against humanity, including murder and enforced disappearances, perpetrated during the repression of mass demonstrations against her rule between July and August 2024, in which more than 1,000 people were allegedly killed.


Min Aung Hlaing

Position: General, Commander-in-Chief of the Burmese Army and de facto leader of Myanmar

Date and place of birth: born on 3 July 1956 in Minbu (Burma)

Countries where his alleged crimes were committed: Myanmar and Bangladesh

Current place of residence: Myanmar

Status: application for an international arrest warrant submitted to the ICC judges on 27 November 2024

Jurisdiction: International Criminal Court (ICC), The Hague

Charges: crimes against humanity of deportation and persecution committed against the Rohingya minority, which occurred in 2016 and 2017 and during the exodus of more than one million Rohingyas from Myanmar to Bangladesh.


Yahya Jammeh

Jurisdiction: Special Tribunal for The Gambia (under creation)

Alleged crimes: crimes and human rights violations during his presidency, between July 1994 and January 2017, including the execution of at least 240 people, enforced disappearances, rape, torture, arbitrary detention and administration of a false AIDS treatment.


Mengistu Haile Mariam

Status: fugitive - sentenced on 28 December 2006 in absentia to life imprisonment

Jurisdiction: Federal High Court, Addis Ababa

Sentence : convicted of genocide and crimes against humanity during his years in power, notably during the “Red Terror” (purges of opposition groups and civilians) between 1977 and 1978, including conspiracy to destroy a political group and kill individuals by setting up commandos with the aim of “decimating” them. According to the Court, more than 2,000 people were killed, including 60 senior officials, ministers and members of the royal family, and more than 2,400 people tortured. The Ethiopian criminal code includes political groups in the concept of genocide.

Charges: war crimes of illegal deportation of population (children) and their illegal transfer from Ukraine to the Russian Federation, from at least 24 February 2022 on.
